Ripon Barracks: redevelopment proposals

In August 2019, Homes England, the Government’s national housing agency, and the Defence Infrastructure Organisation (DIO), shared emerging draft proposals for the redevelopment of Ripon Barracks as part of pre-planning application community engagement. Engagement closed on 6 September and responses are currently being reviewed. The feedback received will help to inform the outline planning application, which will be submitted later in 2019.

We will be hosting two information events in October. These will provide an opportunity for the local community and key stakeholders to view information about the feedback we have received and further information about the proposals, speak with the project team and ask any questions they may have. The details of these events are below.

The proposals

The proposals for the redevelopment of land at Claro Barracks, Deverell Barracks and Laver Banks includes the delivery of up to 1,300 new homes, 2 hectares of employment land, commercial space, community facilities and supporting infrastructure over the next few years as the land becomes available. It is the first site to be progressed as part of a partnership between Homes England and the DIO to develop surplus Ministry of Defence land across the country.

The August exhibitions followed discussions and two Visioning Workshop sessions in June and July 2019 with a number of local stakeholders, including Harrogate Borough Council, Ripon City Council and North Yorkshire County Council. These discussions have informed the Vision and Development Objectives and the emerging indicative masterplan for the site. Board 1: Welcome. This board gives an overview of the proposals and the planning process.

Board 2: Site location and context. This board gives details of the site, including key routes to and through it, and emerging local planning policy.

Board 3: Site opportunities and constraints. This board summarises our understanding of the existing character and surrounding area of the site.

Board 4: Vision. This board summarises the emerging Vision and Developing Objectives that have come out of engagement to date.

Board 5: Connectivity and movement. This board looks at proposed connections within the site and to nearby neighbourhoods, including routes for those with disabilities, cycling routes, walking routes, driving routes and public transport.

Board 6: Creating a new community.This board gives an overview of the proposed uses on the site, including housing, and the guidance that will inform the design’s quality and character.

Board 7: Landscape and ecology. This board looks at how the site’s existing environment will be preserved and enhanced, including provision of park, open space and facilities for exercise and sport.

Board 8: The emerging masterplan. This board sets out the emerging masterplan for the whole site.

Board 9: Summary. This board explains what will be included with the planning application, how to feedback and what will happen next.
